UPDATE: The school board did not have a quorum. The administrators and board members present honored the teachers of the year and then dismissed the meeting. Emotions flared Thursday at the Cache County Board of Education meeting when a proposal to raise property tax was passed by a 4-3 vote by the board. Board member Tamara Grange said the district has “squeezed the turnip” as much as possible, but that they cannot continue to achieve high test scores without funding. “We have cut wherever we can cut,” she said. “We have to prepare these kids for a different world than we grew up in.”

It took just over 3 hours in perhaps one of the longest Cache County School District (CCSD) board meetings in history the district detailed its financial obligations and future needs. After presenting its case the CCSD made a recommendation for a modest increase to property taxes to enable the district to provide much needed maintenance and upkeep of existing facilities, busses, and more.

When Richard Knight motioned to pay district employees a one-time stipend and to pay it now, the room erupted in applause. The Cache County School Board then voted 3-2 to pass the stipend. The final agreement is to pay all teachers and administrators an equal amount of $1035. The classified employees will receive a one-time payment equal to 2.1 percent of their annual pay.

Thursday evening the Cache County School Board approved an agreement to accept federal jobs stimulus money. The district is required to only use the money for employee compensation, benefits, retain existing employees, recall former employees, or hire new employees. Troy Pugmire, CEA President, said he read in the paper that some board members wanted to use the money to increase professional development days. Although those days are important, said Pugmire, the teachers are already using their free time to prepare. The teachers would rather see the money used to offset increased insurance costs.

Big changes are coming for students of the Cache County School District. Over the next four years the district will implement new core curriculum standards that will change the very structure of how students are taught. Gone are the separate classes of Algebra, Geometry, Algebra II and Pre-Calculus. In it’s place will be high school math courses designed to interleave all these concepts together and build on them during each successive term.

It’s perfectly normal for school boards to hold executive sessions for these discussions because they involve financial transactions with a third-party. Negotiations continue between Logan and Cache County School Districts over changing property boundaries. Superintendent Steven Norton reported to the school board Thursday evening that Logan missed the opportunity to use state law to move land into the district when Logan city annexed properties. The law only applies before municipal annexation.

Teachers expressed strong opposition to a possible freeze of steps and lanes in the May 21 board meeting. Board members on several occasions also expressed a desire not to make cuts to teacher’s pay — and expected pay — unless they have no alternative. Tuesday evening the Cache School Board passed a budget that cut $3.47 million from expected expenses.

Teachers want the school district to keep “steps and lane” salary increases. This is the message five teachers gave the school board Thursday evening. Ilene Davies, president of the Cache Education Association, told the board that steps and lanes are a priority to CEA members. “This practice will help teachers feel like they can go into the profession,” said Davies. “If we do not fund them, we will lose the best and the brightest.”
