NORTH LOGAN—Fire Chief Jon Keller told the City Council that his hope for the coming year is to give his 36 firefighters a raise to $8 per hour. Although each firefighter receives an additional 25 cents per hour for every certification they have, their base pay is only $7.25 per hour, he said. One firefighter who has been with the department for 15 years only makes $10.25 per hour.

HYDE PARK — After June 30, Hyde Park residents will no longer have free use of the North Logan Library.

SMITHFIELD — The City Council on Wednesday decided to continue to participate in the flood insurance program in order to allow residents to buy their insurance at a discounted rate.
The Smithfield City Council meets tonight to consider: possible annexation of 10 acres south of town, fencing property at 400 South and 300 West, setting the 2011 fee schedule, updating the flood damage prevention ordinance, setting a date for opening the recycle area for public use. NORTH LOGAN—Residents voiced market viability and an increase in traffic as a few of their concerns at a public hearing Wednesday, to declare 1.4 acres of city land as surplus for private sale and the possible construction of an assisted living facility.
RICHMOND—Discussions on the new 2-million gallon water tank and other improvements to the city’s existing water system continued at Tuesday’s City Council meeting.
SMITHFIELD—Richard Jewkes, a Smithfield resident, says that state laws and city laws on weapons are not lining up, and it could be a problem in the future. Jewkes brought his concerns to the City Council Feb. 9.
HYDE PARK—A parking ordinance was amended by the City Council Wednesday. Ordinance 2011-02 amended ordinance 2008-01 which was unclear about the process of appealing a parking ticket. The new ordinance informs residents that they are allowed to submit an appeal in writing to be considered by a hearing officer.
Updates to the weapons ordinance are on the agenda for the Smithfield City Council meeting. The changes are reportedly intended to bring the ordinance in line with state law. The council is also scheduled to consider: two-lot subdivision for David Olson on 400 West, Smithfield Implement’s request to display items on the grass east of the store during the summer, write off uncollectible utility bills, agreement for “local government access channel services”, mutual aid agreement for water and wastewater agencies. The meeting will be held at the city hall (96 S Main) on Wednesday, February 9, 2011 at 6 p.m.
NORTH LOGAN—North Park Police Chief Kim Hawkes gave a brief presentation on the results of the urban deer herd survey to North Logan City Council Wednesday.
HYDE PARK—Only one person was in attendance at the Hyde Park Planning and Zoning Commission meeting on Wednesday night. Steve Alexander waited until the end of the meeting to voice his concern about damages done to his property by Gary Andersen Construction during the formation of a new subdivision.
RICHMOND—Significant changes are pending for Richmond’s Land Use Development and Land Management Ordinance, City Manager Marlowe Adkins said Tuesday at the city’s monthly Planning and Zoning Commission meeting.
NORTH LOGAN—The Planning Commission is currently developing an ordinance that will allow recreational vehicle parks to be opened in North Logan with a conditional use permit.
The Board of Adjustment was disbanded Wednesday evening by the Smithfield City Council. In it’s place are the Appeal Authorities — an individual, board and council designated to appeal city decisions. Jim Gass presented a chart (above) showing which decisions will be appealed by which Appeal Authority. “Eighty percent of the time the appeal will go to the administrative officer,” said Gass.

RICHMOND—The city’s water tanks just aren’t cutting it anymore, City Council members said Tuesday at the first council meeting of the new year, as plans for a new 2 million-gallon water tank were discussed.
Who can appeal a decision by the city? The consensus of the city council and those attending last Wednesday’s council meeting was that only a third party, independent of the city, could fairly listen to appeals over city decisions. The council is considering doing away with the Board of Adjustment and replacing it with an Appeal Authority Officer. This officer would act kind of like a judge over land use disputes when a resident wants to appeal a decision made by a city staffer or committee.
The Smithfield City Council will meet Wednesday evening to consider: approving final plat for 10-lots of the Hunter Meadows subdivision, amending the business license ordinance, appointing members to the Historical Society, listening to a presentation by the tree committee. There will also be a public hearing regarding the repealing the Board of Adjustments and establishing an Appeal Authority. The council meeting time has changed for 2011 from 6:30 p.m. to 6 p.m..
It’s now against the law to push snow into the street. The ban passed by the city council Wednesday evening makes it “unlawful for any person to push, plow, or otherwise deposit snow from private property into the public street.” The reasoning discussed at the council meeting is to improve safety for the city snow plow drivers.

SMITHFIELD—Those Youth Council members not waiting in line for Harry Potter met Thursday night to plan Smithfield’s Turkey Trot.
SMITHFIELD—Wednesday’s Planning Commission meeting went to the dogs, literally. Emilia Mendoza requested a conditional use permit for a kennel for her five dogs. Mendoza’s property, located at 249 E. 200 South, has a kennel now but it is built in the wrong place, according to the animal ordinance.
NORTH LOGAN—City Council members Wednesday turned down a proposed ordinance that would have prohibited people from moving snow onto the streets, and finalized an ordinance that defines who can live in a single-family dwelling and puts restrictions on RV parks.
SMITHFIELD—The City Council voted unanimously to adopt the restriction on “spice” Wednesday. The restriction covers manufacturing, distribution, possession or use of the substance known as spice, a product that mimics the effects of marijuana when smoked.
The Smithfield Council is considering banning “spice”. An ordinance to ban synthetic cannabinoids is on the agenda for Wednesday’s regular council meeting. Also on the agenda: the audit report, annexation boundary agreement with Hyde Park, appointing members to the Library Board and Historical Society. The council meeting begins at 6:30 p.m. on Wednesday, November 10 at the new city hall (96 South Main).
SMITHFIELD—Not all of Smithfield’s youth were watching The Office Thursday night. A group of 20 high school students met together as the Mayor’s Youth City Council.
SMITHFIELD—Senator Lyle Hillyard met with the City Council Wednesday to address the concerns of the council. The Smithfield native said how thrilled he was to be back in his home city, and had nothing but good things to say about it.

Logan City may be charging an eight percent profit on sewer services for neighboring communities. Transfers — discovered by Nibley City Manager, Larry Anhder and Smithfield City Manager, Jim Gass — from the Logan Sewer Treatment fund to the Logan General fund were $291,296 in 2008, $291,396 in 2009 and $302,080 proposed for 2010.

HYDE PARK—The Hyde Park, North Logan and Smithfield city councils met jointly Thursday at the Hyde Park city hall to discuss how they can better their cities for the public.
The Smithfield City wastewater system has run 21 years without a rate increase, but dark clouds are on the horizon. City Manager, Jim Gass, reported to the council Wednesday evening that the lift station near the airport needs replacement and the Logan treatment plant will probably need an upgrade.

David Lillywhite can start work on an 8-unit townhouse style apartment complex at 600 West. Wednesday night the city council approved changing the property zoning from general commercial (GC) to residential multiple (RM). The change finalizes the allowed uses of the long-disputed property.

Public versus private roads are still on the agenda for high density housing in Smithfield. The city council met Wednesday evening to consider approving changes to the Planned Unit Development (PUD) ordinance. These changes included requiring all PUDs to build 40-foot wide public roads — 30-feet pavement curb to curb plus sidewalk on one side. The city would own and maintain the roads instead of allowing privately maintained roads in PUDs.
The Smithfield City Council will meet Wednesday to consider: updates to the planned unit development ordinance including requiring public roads for all PUDs, fire protection agreement with Hyde Park, re-approval of final plat for Elk Ridge Estates, and public hearings over budget amendments for the past year and the tax rate for next year.
